Summary of Dr Rydelnik’s answer:

During that time, people who were cleansed of their skin diseases has to offer their sacrifices and the priests function as sort of a health examiner to see that they are cleansed. Leviticus 13 tells of the skin diseases and Leviticus 14 tells of the sacrifices when someone gets cleansed of the skin disease.
